It tells the story of the protagonist Ned Chipley, who was born with limited intelligence due to an accident. After failing to join the Navy for the fourth time, he teamed up with the runaway girl Tally Petersen to monitor a group of young people. They mistakenly thought they were terrorists and unfortunately got involved with the Department of Homeland Security.
