"Special Citizen" tells the story of Byeon Jong-gu, the current mayor of Seoul, who plays with power to run for re-election three times, and his rival Liang Zhenzhu, played by Ra Mi-ran, in the process of competing for the mayor's position. The film directly points out the ugly side of Korean politics.
