The play tells the story of Hojo Yoshitoki, the second son of Hojo Tokimasa, a powerful family in Izu Province, who became the second regent of the Kamakura shogunate and the actual ruler of Japan. The play is named after the thirteen-member council system set up by the Kamakura shogunate.
