The series is loosely adapted from the documentary of the same name by American journalist Jake Adelstein, who recorded first-hand information on various events within the jurisdiction of the Tokyo Metropolitan Police Department. The story takes place in the late 1990s. Jake Adelstein (Ansel Elgort) enters the dark world under the neon lights of Tokyo every day, where nothing is what it seems. Hiroto Katagiri (Ken Watanabe), a detective in the Tokyo Anti-gang Unit, is like a father figure to Jake, helping Jake navigate the thin and often unstable line between the police and the world of organized crime.
