The film tells the story of Kobe, Japan in 1940, just before the outbreak of the Pacific War. Riko Fukuhara was waiting for her husband who was doing business abroad to return. At this time, her childhood friend, Taiji Tsumori, who was already a military policeman in the Japanese army, told Riko that her husband had brought back a woman from abroad, and that the woman had died. After Riko's questioning, she learned that her husband had accidentally discovered the "shocking" incident there, and was determined to expose it to the world. For the safety of her husband and the happiness of both of them, Riko of course wanted to stop her husband's actions.
