Plot:
In 1949, the People's Republic of China was founded. After years of war, the mountains and rivers of China were broken and all industries were waiting to be revived. However, just as the people of the whole country worked together to build a new home, some leading cadres quickly became corrupt and degenerate on the throne of power. In the summer of 1950, floods broke out in Tianjin.
